The best public transportation way to get around the Twin Cities is by either bus, light rail, sedan/limousine or taxi.
The bus system is fairly good. It is excellent within the Minneapolis and St. Paul city limits, where buses run every 10-15 minutes on most main routes. However, suburban routes are less frequent, and often only at rush hours. See Metro Transit for schedules and rates.
An exciting new addition to the public transit system is The Hiawatha Line, a light rail system connecting Downtown Minneapolis to Minneapolis-St. Paul International Airport and the Mall of America. In 2012, a new link is being constructed connecting Minneapolis and Saint Paul
Completed in 2004, ridership has exceeded expectations so much that plans for extending both rail and light rail commuter systems throughout the Twin Cities Metro and beyond are accelerating.
Sedan services are always superior to taxis. The drivers are experienced, well-dressed, professional and know where they're going. Over the years, the company Twin Cities Tours has most often contracted is Archer Limousine. Archer has a fleet of sedans and stretch limousines. The also offer private city tours with veteran chauffeur/guides who are lifetime residents.

Neither Minneapolis nor St. Paul are "taxi cities" in the sense of New York or Chicago, where taxis seem to be cruising everywhere hoping to be hailed. With the exception of some taxi stands in the city centers, you will usually have to phone to schedule a taxi ride. Like many cities, some taxi drivers are experienced professionals, but some are also hardworking, caring immigrants, slowly building a working knowledge of the city streets.
The quality of taxi service can vary greatly from company to company. Overall, taxi rides are usually a good time to fasten your seatbelt, if you get the drift. TCT recommends the following as the best bets:
* For coming to and from the Airport: Airport Taxi. They have been around forever and specialize in Airport time calls throughout the metro area.
* For short runs, Suburban/Green and White. This huge company is the most omnipresent throughout the metro area.
* For a great Minneapolis taxi, Rainbow.
